First you need to get the jack head and robe. All villagers have a fear of jack tricking them, so they will give you candy when you talk to they while wearing the costume! You can get the robe by giving jack candy for the first time and you can get the jack head by giving him a lollipop (it won’t work the first time so just keep giving him lollipops) then talk to a villager with the costume on and then BOOM! you have yourself some candy!
