If you dont understand the power levels,here it is explained. Base= Kaioken Goku X3(Saiyan Saga) This form is not that strong,it was X3 when he just learned it. Power Level;16,000. Super Form= SSJ3 Goku(Like i said,wasn't that strong because he just learned it and will drain a lot of stamina.) Ultimate Form=SSJ2 Kefla Full Power(@Silku20010 keep in mind that if he DOES USE his ultimate,make it so he will faint for 5 minutes straight.(Using the Ultra Instinct Toll) Simpler Versions Base form=Kaioken goku(just learned) Super:(just learned ssj3) Ultimate(Mastered) If you feel this is unfair,contact me and i might change it depending on how good your reasons are.
