You asked me to look at your drawing in terms of anatomy, and I think for a cartoon character what you did is totally fine! Think about whether you want naturally bending arms or "noodle" style arms, because his left arm is bending in his forearm where there isn't a joint while the other limbs seem to obey normal anatomy rules. What I really think could use the most refining was actually the pose itself! You had a good reference pose but missed some of the key features of that reference, like the head being lower on the shoulders, the angle of the shoulders themselves (one is higher than the other) and the angle of the right arm and hand (which were less straight and contrasted each other a bit more). This tendency is something Walt Stanchfield (an old Disney artist) called "straightening" a pose; we have an unconscious tendency to make things more even and straight as we draw them. But, the differences and squash/stretch in a pose from a "normal" position is what makes it dynamic and interesting! So keep an eye out for that, and if anything, try to exaggerate your cartoon poses further :3 Anyway, hope that helped! Stay safe and cheers!
