But it isn't actually a country, rather a lot of land that Dusk bought in order to make himself feel cool. Dusk often spends most of his time here, sitting around, running the town and it's inhabitants which include: Dusk himself and a random cardboard box. It's possible to become a citizen, just follow his orders and pledge loyalty to the Duskonian Empire.
