This is Schwa. This is a fan-made Leapfrog Letter character. Of course he's a sticky vowel, but he can shape-shift into vowels. When he's either A, E, I, O, U, or Y, the sound he makes is either /u/ or /i/. For an example, when he's in he word, "MELON". He can shape-shift into an O and make he sound of I.
