So, I was looking at Scratch the other day, and I came across this texture tutorials project - in particular, ones for hair and for water. [space / click / arrow keys to navigate] I did not remix this technique for vector art, but it translated pretty easily! These instructions should work whether you prefer vector art or rasterized.
