Credit to @papipupepappa for his idea, Bustling City (Sound Panning Demo): https://scratch.mit.edu/projects/407577006 I was inspired. I figured it could be made simpler, so kids on Scratch could do it, without having to edit sound and split stereo sound. Instead, this project uses the "set [pan left/right] effect to (-100 to 100)!-block. All code by me (@kriblo), and I modified the green convertible car in the Scratch library into the cool red car starring in this project ;) And I edited the "Engine" sound from the library.
