You must click clones into existence from the bottom of the screen to the top of the screen for the layers to work correctly and they must overlap. Use the Mouse and click where you want the clones. Then move the cat around with the arrow keys.
The hot-spots of each sprite are at the bottom to help avoid confusion with placement. Arrow Keys to move Cat around and see the Layering.
