This project contains a sound which has been saved within the project data as a WAV and not an MP3. Most browsers do not support WAV files, so Scratch 3.0 uses a specially-coded audio decoder to play such sounds. When you click the green flag, you should hear a short (~5s) piano track. (It's taken from the sound library.) You should also hear a pop sound effect.
