This project only runs at 30 FPS. You can play the 60 FPS version here: https://luigidasonic.github.io/Scratch-60FPS-Project.html
Scratch projects run at a maximum of 30 frames per second, and they cannot go over 30, no matter how powerful your PC is, so I tried to see what it would feel like if played at 60 frames per second. In the upper left corner of the project viewer, you can see a variable called "SpriteSpeed", which should be set to 5 if you're using regular Scratch. Once you go on Forkphorus, or on the website linked in the instructions, the speed is set to 2.5. If you set the framerate to 60, it'll create a nice, smooth effect.
