So I've learned that Article 13 only actually affects those that are within the the E.U (European Union) America isn't even a part of EU. THOSE WITHIN E.U: Austria, Belgium, Bulgaria, Croatia, Republic of Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and the UK. So We should really be helping these countries, as well as them doing their part.
