His name is Sea. He has three forms, Water (first), Ice (second) and Smoke (third). They are all water based, because they use the powers of water, which also means they can swim. The shoes they found, but the eyes are the Chaos Diamonds, made to try to replicate the Chaos Emeralds, and were used to make Sea. They change colour with each form. He can switch between the forms seamlessly. He was created by someone (uncertain who, but thinks it was Eggman) and he wants to stop them. He's got some powers, that follow water (also, the spin dash, because of course). Water form: Super speed, he can go inside people, and control them, he can throw punches (literally) like insanely fast, and can send water flying like bullets and lasers. Ice form: Slower, but much more dangerous, since they can slice and dice, stab, throw ice needles, this form, sharpness is this form's thing. Smoke form: Invisibility, phasing through walls, flight, fog and invisibility. He has machines, that allow him to teleport, and travel dimensions. He resides in AU-23SC. He helps out others in his world. He had mastered the world transporting from the portals in his worlds. He's quite the kid genius, since he's just 12. He fights for good only.
The song playing is his fight theme. It's called Crush 40. This guy originated from Sonic Crossover RP on Roblox, but after a while of seeing amazing Sonic stuff, I decided to throw him into this world. @PrecusNexus, if you brought him into the Legacy RP, I would be really grateful. (i'm bad at backgrounds that are pixelated, so i didn't try... you could say he's dimension traveling right now, since the background looks like MineCraft...)
