The source of better robots under the reign of Rust, who is under the reign of Buvvo is the thing with the red eye, it's just called The Assembler. The Assembler has no definite form, it's more of a program. A sentient program, anyway. The Assembler has access to seemingly infinite resources to make seemingly infinite robots, each unique. That's really it. Except for the fact that every city ruled by Buvvo's species has one of these things (yes, he gives entire cities to his species). "The" Assembler is only one of many assemblers. All are nameless, characterized only by what's on the screens of the various contraptions in the room of that Assembler. And they can assemble other Assemblers, separate from their hivemind worker machines in the way that they have a completely new "mind". Look, I know the background is kind of devoid of sprites, so just pretend there's a bunch of other manufacturing stuff.
