This is so that their backstory and other things like that will remain secret until it is the right time. The reason I am being somewhat strict about activity is because the whole reason my last OC contest failed is because many of the OC owners went inactive. I figured that with less OCs in the competition this time, and making sure that the owners were on board with the fact that they should be active, it has a better chance of sucess.
