I found him
To unlock him go to file 2 use moon jump hack to jump into the painting it will take you to a broken area now walk to the door it will take you to a bowser battle but its much harder you will have to kill 5 skeleton koopas and then fight 2 giant goombas then bowser when you kill bowser he will drop 5 coins and a key with Upside down L Now go back to the broken area a door will appear with a key holder now go in the door you should find a cap nothing happens go to file 1 and you should find waluigi on the bridge go to him and he should say "You Found Me HAHA" now you should play as him :)
