This is Rick Tangle's Superior, King Malitam. He lives deep within the pits of Garsnar, where he plots his destruction of the Bophlottian way of life and bring a new age of Terror and Darkness to the Galaxy. So, in case you're wondering, he's basically the Devil. Oh yeah, and that guy to the right of him is Stridor, his sidekick who is basically doing all of Jawder's screaming for him. He's very easily ticked off, and sounds like a parrot that lost his voice.
