This tutorial mainly focuses on the Bitmap method, but if you are curious about the Vector method, it provides examples of that as well. For size reference: In my OC, each of my eyes is 4px tall. When I do pixel art people, they are usually about 100px tall, give or take 15px.

I hope you find this helpful! Another good example of where I used both Bitmap and Vector method would be my game, ZED. All the characters, the boss's projectiles, and the HP bar are made via Bitmap. The ground, background, book, and button are made via Vector. (I avoid using Vector for people when at all possible.)
