This is T3nt4cl0n. He has rocket boosters attached to his back, enabling him to fly. He moves around on the ground using a set of mechanical tentacles. During flight he uses them to pick up large things and throw them at his enemies. With pulse cannons for hands and an electrical mind, sharper than any human's, he can be a very formidable adversary.
