Amazingly, Scratch 3.0 seems to have re-added the <loud> block just to make this compatible.
There's a feature in Scratch to download the .sb file for a 1.4 project. This project exixts to test if that feature will still exist when 3.0 is released. This project is not compatible with 3.0 and was uploaded during 2.0.
