This is Winter the Leafeon before she was rescued.
credit to -SkyStar- In case you didn't know, the little blue and white streaks are ice crystals on Winter's leg (frostbite). Winter was then brought to a Pokemon Hospital. Sure enough, the frostbite destroyed Winter's back legs. (You can probably see where I'm going with this, right?)
