You have a Gulag, buy shipments of workers to make more money. Try to get to 100 workers before the real challenge starts. Once you get 100 workers you can start trading workers for soldiers. You need 150 soldiers to take over the Germans and win the game. If you run out of soldiers you lose. You need the sleeping quarters to get soldiers. Sleeping quarters also makes you get 2x money.
