I'm really sorry; many people misunderstood this part and I think I really should have made it more clear! The marketplace is an annual summer festival and the king is supposed to make a speech on a balcony with the royal family. Garnet wasn't asking her to be a princess again, he was only asking her to come with him to the balcony.
