They can be both animated and non-animated. ANIMATED- I'll do simple animations, like the blinking one or an ear flick. I'll also do joined icons, like Shmoody's and mine, but the animations can't be as complex with the whole thing moving. NON-ANIMATED- I'll draw a headshot of whatever you want. If you want, I can add an effect like on the blue cat one, with the shiny-thing. Also, the icons quality is poor when I import it on Scratch, that's why you see those white splotches. The icon it's self, however, does not have them. And if it's animated, I'll put the animation together myself so you don't need to worry about that.
