These are the Frequency Emitters. They were designed by the Original Six, after the Administrators, Kaos' creators, tasked them with creating a device that would disrupt Kaos' powers. Eventually, after pondering this for a while, Raxis (unbelievably) came up with the idea for this. After successfully creating the prototype, eight of these were created, including a "central tower," the most powerful Frequency Emitter. These machines, however, had their bugs. When they ran normally, they were fine. Occasionally, though, they had to vent built up energy. When they did this, they caused strange things to happen: the most noticeable being that they tamper with dimensional barriers. They can also, however, mess with a trans-dimensional entity's forms. Kaos used this to his advantage, although he underwent a major change while emerging from the Shatterzone. These can be found out in nearly-inaccessible caves, while the central tower is in an observatory, guarded by Aurus unto he was summoned out.
