The reason why she is like this is because of her past with Hawkodile.. Cagle's voice actually does sound like this btw Story in a nutshell: So when hawkodile was still trying to earn his glasses or whatever, Cagle was in the dojo and she was kicked out because of her bad performance. (Btw they were friends) Cagle then asked hawkodile to train her, and after awhile they fell in love. So when he headed out to go to the unikingdom, he saw Dr. Fox and fell in love. (Cagle and Hawkodile were still in love at the time) . So after awhile, she was ignored and went on rampage, ran away,and didn't see him again until 7 yrs.
