Drag the slider to change the applied volume. I use the term applied volume rather than absolute volume since I do not know if Scratch is actually capable of outputting the audio at exactly 500% (it certainly sounds like it, though).
This project is an attempt to play the same sound file multiple times at once in order to produce a louder result. WARNING: If you have your audio output set to a loud base volume, you may experience clipping when setting the applied volume to 500%. Song is Universe Party by larrylarrybb.
