A and D to move. W to jump. S to crouch. SPACE to throw Capper. UP ARROW to kick. Hit a powercap box to change Capper's power, press O to throw it away. All the other moves are in the pause menu, activated with the P button.
Luigi and most other characters, creatures, areas, themes, sounds, and items are created by Nintendo obviously. The other sounds are from Scratch, and I did all the art.
