It plants a "seed" in the brain of the affected. This tells them how to use their powers, but they need to be conscious for it to work. Such a large amount is needed because there is a very low chance of the seed to "hook" into the Powerless' brain. However, having that much Essence in anyone's body is dangerous to them, and as such the excess is drawn out via the top machine. (not the bottom syringe)
