Basically, in layman's terms, these guys are time cops. They come from a dark future, and have ever since observed the past and what could've caused their future to be so dark. And they have found that it is somewhere in our time period. Whether it would be Kaos, Tenebrae, or heck, even Lucem! Anything could've caused it, and they've some to destroy it. But, however, these cops are extreme. Unlike normal cops, who subdue and arrest criminals, these guys go straight to killing them. Yeah. They are not nice people.
