Scratchers, meet Phil! He is the subject of this DTA, and whoever draws him well enough will win him! Rules: 1. Make sure you stay true to to the color scheme. Or at least, close enough. (his face is kinda brownish, but i don't like it too much like that...) 2. You can animate him if you choose. 3. You can add a background. 4.
