This shadow lugia was created by the villian (me) and aka the guy in picture.. Shadow lugia was a clone and not the real lugia.. (this is different from gales of darkness so ignore pokemon Gales of darkness) and when i turned good, shadow lugia turned good because our hearts our connected because i raised shadow lugia when i was a little kid. So this project shows our hearts are always connected and when shadow lugia is far away we still sense each other
