Thanks to @AcousticGuy for posting a clarifying comment: "Make sure you right "click the new BACKDROP" instead of draw a new sprite. Then also right make sure it shows in the Backdrops costumes." One way to make sure the backdrop shows is to click another one, then select the one you made again. Make sure that when you press space to scan, the backdrop is set to the one you made. :) When it shows the preview after the scan, make sure it isn't all white and is how you want it.
