Explaining about this (WARNING,HEADCANONS INCOMING): It would happen AFTER an True Pacifist Ending,just after you open the Game on an Second time after seeing Flowey advise to not Erase you SAVE file.Chara (an More Kind,Emotive and Righteous one compared to the Genocide Route) would appear to the "Anomaly" (the Real Player) to stop them from taking away the True Pacifist Ending and killing the Monster Race (specially the Royal Family,whom Chara in my Opinion still cares alot) by powering herself with the Human SOULs,becoming the Delta Rune Angel that an Acient Prophecy predicted to awake to defeat an Greater Evil (This is based on an Theory that All the Eight Fallen Humans are Pieces of an Single Being). The Fallen SOUL (or the Delta Rune SOUL) is the SOUL that represents the "Hopes and Dreams",both of Humanity and Monster-race.So,it is considered an Divine-like SOUL without an exact Physical Shape,without statement if it's Human or Monster,and was stated to Live before the beggining of times.However,one day,It shattered itself in Seven Pieces,those being the Fallen Human SOULs you see In-game. Determination,the Strongest trait,would be the "Start of Everything and the End of Everything" (reference to the Fact it's the SOUL both Chara and Frisk have),while all the Others would be "The Middle of Everything".Very Ancient Prophecies stated that the Seven Human SOULs would join again to become the Fallen SOUL.
