(( WARNING: I take a really long time to get to the point. )) GAH, IT'S FINALLY HERE! After nearly a month of procrastination, here it is. This is my first time making a tutorial, so go easy on me. This tutorial was intended for intermediate and semi-beginner artists. If you just started drawing on a computer, I recommend spending more time playing around with different programs and using different media until you're comfortable with drawing, and you know the basics of color (the color wheel, complementary colors, terms such as "monochrome" and "hue", et cetera). For the people who already know all that stuff: knock yourself out. :P
