All the other bad folks may be A devil, but Annihilation is THE Devil. This world's equivalent of SATAN HIMSELF. He is the most powerful guy in hell, and is the leader of the tenth circle of hell and probably the overarching main antagonist of GitS. "But there's only nine?". He's that bad, so bad that they created another circle for him. Only the worst sinners end up in Annihilation's hands. He treats everyone who enters as playthings, messing with them until they go absolutely insane; And then, when they do crack, he leaves them a soulless husk of their previous form. So yeah, don't be that sinful and you're good. But here's the best part. Annihilation is NERO'S father. Nero himself is not antagonistic but he was shady for a reason.
