Walter Louis, a progressive politician and diplomat, has been observing the current state of the negotiations of the New Orleans treaty. He has spotted several occurrences in which it could be improved and refined and sees the treaty as an opportunity to define many blurry colonial borders. Walter also believes that it is the right time to secure the borders of the currently unclaimed Cascadia region so that organised settlement may take place there. With his proposed terms, the United Kingdom also gets to participate in negotiations as several border refinements apply to them too. Proposed Treaty of New Orleans: Article I - Territorial Changes >The USA will get northern Louisiana, and New Orleans (with new Orleans kind of being the reason the Louisiana purchase happened, as the US originally sought it for economic reasons) and the northern parts of New Spain, along with a part of West Florida. >Spain will gain parts of Louisiana while France gains roughly half of the Rio Grande area >The Spanish, French, American and British borders will be further defined and improved. >The US, Spain and Britain are granted occupation zones in the unclaimed Cascadia region with guarantee that a later treaty will define its partition. Settlers may enter these lands under supervision of the governments which occupy them. Article II - Terms >The USA has full rights to expand westward guided by the new Spanish-American border. >The rights of French citizens in New Orleans will be respected, and the territory made a state(gaining parts of the Missisipi territory and West Florida). >The France will guarantee US independence from Britain, should war between the two come. >[The practice outlawed by Abraham Lincoln in 1865] is to never be conducted in any of the newly gained territories. Article III - Native Tribes >The native tribes that France has made deep economic ties with are to respected. The USA will inherit Franco defense(against rival tribe) and trade treaties with native tribes in areas ceded to them. >All participants must take effort to a required degree to respect the rights of the Native Americans living within their newly gained territories and not sell land occupied by or of certain importance to the natives Article IV - $$$MONEY$$$ >The USA will pay 9.5 million for the French territory.(Ya know.....
