Story: North America falls apart because of who knows how. Giant splits happen causing massive rivers and new islands. Many cities are lost and millions die. The Governments collapses and flee to Alaska. Rules: Nations may not be bigger than the size of that baja California island, no powerplay, no nukes, nations can have more than 1 person acting as generals or co leaders. There are formable nations (more a flex some give benefits) each region acts as a formable. There are points of interest that give rp benefits. You may not start as a POI but you may start near one. If conquered, you could make it your capital.
