The UAT was about to just wipe them out of existence, but the UAT feels bad about it. They see why they would revolt. So, they sent a messenger to tell them that living conditions will be greater. They would offer job oppertunities and the UAT controlled Babakan would be its own nation [under UAT protection and surveillance].
