They've still got plenty of morale, though, as this war is one of survival. - The Duchy of Barr initiates a tougher draft selection process, raising four small civilian divisions. These civilians are properly trained and decently well-equipped, but they have much less experience and are much weaker than normal army divisions. Nonetheless, they are still very motivated, and willing to fight.
