when the operation started it was only the beggineing sure if something happened to delilah all work would be lost right?well that's when delilah thought up of a way to make her own toon a mini version of her self yes there was dandy but he was arthur's creation she wanted her own one that looked like her so she went to her lab and started to create her own toon that one toon she created being Luna keen sharing the last name as Delilah when Luna came of age Luna was taught how to create toons and twist them as when delilah passed off a new dawn of toons was created and now Luna runs it alongside dandy(if you want to be in this you can be thats what i mean by a new dawn of toon it means.......she's creating new toons and she'll twist them does that make sense 0-o)(ofc she respects her real creator ME all my oc do)lets do a whole fanfic of how dandy and Luna met :D
