Too End my Partisan work in China I propose the Forming of the Republic of Shanghai a Independant Neutral State ruled by the Partisans We cannot Join any Alliance without Japan signing off on it and can't be forced into one either we cannot Declare war on Japan or its Puppets and they Can't Declare war on us
