THIS INFO IS BEING REVISED I feel like the project may accidentally imply this, but clowns are not a result of the nuclear radiation. They have existed since the roman empire, tracing their lineage back to the fool (homo ridiculam), an offshoot of humanity that were identical except for their rictus grin, however, they continued to develop at alarming rates, resulting in jesters, mimes, and clowns, with many theorizing they may be magic or alien in origin, as they appeared mysteriously in 2300 BC, and continued to develop at a speed far faster than what is believed possible by any modern science. They stayed mostly secret, but a few being either spotted by or interacting with humans resulted in people wearing makeup resembling clowns' markings, and clowns eventually being dismissed as nothing more than a costume worn by children's entertainers.
