Pico rebels demand for a free zone, so they are given one. A government claims the land, known as the Welfare Pico Provisional Government. (WPPG) The Winter Empire then sends a puppet government, known as the Green Pico Provisional Government (GPPG), to also claim the land. Since two enemy governments have claimed the one land, a war begins in the Pico Confederation, creating the Pico Civil War.
