I made this puzzle, and after puzzling over it for a very long while, I came up with a solution. Every position you are given is solvable (each position is scrambled from a solved position, meaning it must be solvable). Move the circle with the arrow keys, press space to flip a tile and every tile north, south, east and west from that tile.
