PLEASE READ ALL OF THIS! (Sorry it's so much.) YOUR HERO MUST BE VECTOR GRAPHICS AND THE VILLAIN MUST BE BITMAP GRAPHICS. THIS WILL MAKE SENSE WHEN THE GAME COMES OUT. Click the green flag and read information (press space for next). Then, make sprites in the box of the template for both with animation of the following moves: walking, jumping, punching, kicking, taunt, signature, and special move. (Sorry it's so much.) Make icon art. Do that again except with the person you just made's enemy. Change the things on the template that say "Hero" and "Villain" to their names, and voila! A sign-up. You might have to voice act too, this game will have cutscenes and stuff.
