The result of applying "Color Effect" depends on the Original Color (as set in the costume editor). The text on the screen shows the Original Color value. Adjust the slider to see the results that the Color Effect have, depending on the Original Color.
Result Color = Original Color + (0.5 x Color Effect). Starting with Red makes the result most easily predictable.
