No nukes - they're not fun or balanced. 5. Don't dictate outcomes for other players - I have the final say. 6. Strategy is the key - complex moves are favored over simple ones. 7. I may deny tech upgrades if they make you too overpowered too quickly. 8. Unions with more than two players are banned, but alliances can have unlimited players, and you can have up to three puppet states. 9. Stay calm if things don't go your way - I have the final say. 10. Stick to the time period - no plasma guns in the 1930s. 11.
