"In order to facilitate the re-establishment of peaceful relations between Austria and France, it is imperative that the following conditions be met diligently and in good time: 1: Complete and definitive dismantling of the Holy Roman German Empire. 2: The whole of Belgium is transferred in full ownership and sovereignty to the Kingdom of France. 3: Austria retains possession of its African territory. 4: The States adjacent to the Rhine that are allied to Austria will henceforth be constituted as the Confederation of the Rhine, functioning as a client state under the influence of France."
