Yup its the guy from SF1/2 (soon enough, 3) The Omega Magnovox (abbreviated to TOM) is the chaos lord of Apathy and Flaws, so he is super glitchy, and doesn't really care for much. He is one of the six greater chaos lords, eldritch embodiments of chaos that were split from Chaonix (one of the other guys you rated).
