A series of new rules has been implemented: -All trains must be completely full to travel (wherever empty seats are must be filled by troops) -Lights out at 9 (not curfew) -All cars must be at maximum capacity -The Army will enforce police duties -Unemployment will be met with 1 month conscription These rules actually do have a purpose, chiefly being the conservation of natural resources.
